MEGA publishes evaluation of the implementation of the National Action Plan for the Promotion of LGBTI Rights

On 16 April 2024, the Ministry for Gender Equality and Diversity (MEGA) published the evaluation report on the implementation of the National Action Plan for the Promotion of the Rights of LGBTI People (PAN LGBTI), adopted in 2018. This evaluation was carried out and finalised by the University of Luxembourg on behalf of the former Ministry of Family Affairs, Integration and the Greater Region. Following the formation of the government in November 2023, the dossier on LGBTIQ+ people was transferred to the Ministry for Gender Equality and Diversity.

Minister Yuriko Backes points out that "the coalition agreement provides for the National Action Plan to be adapted. In this respect, the evaluation provides a useful baseline and it is now important to analyse its content and draw the right conclusions".

One of the first conclusions drawn by the Minister from the evaluation was the need to reform the Interministerial Committee for the Promotion of the Rights of Lesbian, Gay, Bisexual, Transgender, Queer and Intersex People (LGBTIQ+). This committee is now chaired by the MEGA and includes representatives from all ministries. In addition to supervising the implementation of the National Action Plan, the committee will have the task of monitoring and coordinating policy on the rights of lesbian, gay, bisexual, transgender, intersex and queer people. It will submit to the government any proposals it deems useful in this area. Finally, the committee will work closely with organisations representing civil society.

At its meeting on 15 April 2024, the Government Council adopted the Government Decree on the LGBTIQ+ Interministerial Committee.
